It includes concrete actions about how the Commission will build institutional and operational capacity to ensure safe, transparent, and human-centred use of AI in its work.
It is in this context that the Client provides generative AI services to the European Commission, as a gateway to novel opportunities within the administration. The AI services will serve as the horizontal corporate AI enablers.
The Client is seeking a senior Project/Programme Manager with a strong background and extensive work experience in the domain of programme, transition and vendor management. This is a unique opportunity to be part of an exciting initiative in cutting edge technologies that brings about institutional transformation and impacts multiple European Union bodies, by driving innovation and collaboration across networks.

💼 Your Role
As a Project/Programme Manager, these are the main tasks that you'll be responsible for:

  • Lead and support the Client Programme team, in line with corporate management frameworks (PM², Agile@EC)
  • Monitor and report on Programme execution and delivery
  • Define associated metrics, indicators and dashboards to facilitate reporting
  • Maintain a registry of Programme activities, their inter-dependencies and synergies
  • Define and maintain the Programme plan in relation to the individual project plans (objectives, scope, tasks, deliverables, milestones, timescales, organizational structure, human and financial resources, procurement requirements, quality, risks/issues etc.)
  • Establish quality control mechanisms to maintain Programme auditability
  • Facilitate the management of the stakeholders and ensure transparent communication within the Programme
  • Manage relationships with strategic partners & vendors to ensure alignment with the corporate vision
  • Oversee the intra-Commission and inter-institutional collaboration with other Commission DGs and other EU Institutions, Bodies and Agencies
  • Streamline the contractual & financial agreements (in the form of SLAs and MoUs) for all Programme services.

🛠️ What You'll Bring

✅ Technical Skills:

  • At least 10 years of specific expertise in technical Project/Programme Management
  • At least 10 years of specific expertise in Vendor & Contract Management
  • At least 5 years of specific expertise within an EU Institution
  • Proven experience with PM² and Agile methodologies
  • Confirmed experience as Product Owner in large organisations
  • Proven expertise in partner/vendor management and contract negotiations (establishment of SLAs and MoUs)
  • Solid experience in transition management of large, enterprise level Information Systems
  • Good knowledge of application lifecycle management
  • Great knowledge of project management tools such as Confluence and Jira
  • Very strong drafting and communication skills
  • Strong analytical skills, ability to approach problems from multiple angles and find creative solutions
  • Ability to produce mature executive summaries, presentations and to engage with stakeholders at any levels, from operational staff to senior management
  • Proven capacity to analyse complex information, to consider options in a clear and structured way, to propose and implement recommendations and to make sound decisions
  • Ability to work effectively both with team members and with customers
  • Self-motivated and autonomous, with ability to manage and follow up on multiple tasks simultaneously
  • Ability to work under pressure and with tight deadlines, to make timely decisions, to reprioritize tasks responding to changes in a rapidly evolving work environment
  • Ability to develop and set up processes and structures across various fields of activities
  • Strong ability to learn and apply new/emerging technologies

🎓 Education & Certifications:

  • Master's degree, in particular it would be an asset in the following fields: Science/Engineering/Business Administration (MBA)

🗣️ Languages:

  • Excellent knowledge of English - Level C1 in Understanding, Speaking and Writing
  • Good knowledge of French - Level B1 in Understanding, Speaking and Writing - would be an advantage
  • Good knowledge of another European language - Level B1 in Understanding, Speaking and Writing - would be an asset
