Project Manager
Senior Project Manager – Lead Validation & Tests E2E
Mission Description – Context and Purpose
Within the Integrated Applications Service Center Redevables (CS AIR) of SPW Digital and in close collaboration with the quality unit, the senior test coordinator provides support to the existing test teams. He/she brings methodological and operational expertise on end-to-end journeys that span multiple applications, providers, administrations, or third-party organizations.
The mission is primarily focused on the Vehicle domain and the digital road tax sticker. The expert may also be assigned to other tax matters requiring cross-functional testing with third-party organizations, authentic sources, partner platforms, or external systems.
The expert does not replace application test coordinators, program managers, or providers. Rather, he/she supplements their systems, takes charge of cross-functional scenarios that exceed an application domain, and ensures the overall sequence of validations.
The objective is to demonstrate, with supporting evidence, that inter-organization chains work end-to-end under representative conditions, that incidents are detectable and controllable, and that residual risks are explicitly presented before any go-live decision.
Main Activities
- Review existing strategies and test plans, assess their cross-functional coherence, and propose necessary additions.
- Identify critical E2E journeys involving multiple applications, providers, or third-party organizations, and formalize their nominal, alternative, degraded, and recovery scenarios.
- Build and maintain the mapping of actors, applications, interfaces, service contracts, exchanged data, responsibilities, and test dependencies.
- Define the specific strategy for cross-functional and interoperability tests: scope, coverage, sequencing, environments, data sets, entry and exit criteria, and expected evidence.
- Prepare, with the existing test coordinators, a consolidated campaign plan, relying on their application plans without replacing them.
- Organize campaigns with third-party organizations: availability of contacts, test windows, data, and escalation channels.
- Participate directly in the design, preparation, and, when necessary, execution or supervision of the most critical E2E scenarios.
- Verify traceability between business processes, requirements, interfaces, test cases, data, results, anomalies, and execution evidence.
- Coordinate the analysis of cross-functional anomalies, facilitate the identification of the responsible system or actor, and monitor corrections and retests until closure.
- Consolidate the results produced by the various teams and third-party organizations into a single, readable report based on tangible evidence.
- Alert on coverage gaps, unsecured dependencies, and risks likely to affect the service, acceptance, compliance, or users.
- Formulate an independent, objective recommendation based on the results, intended to recommend a Go or No Go to program coordination and decision-making bodies.
Positioning and Coordination with Existing Roles
- The Senior Expert ensures the coherence and evidence of cross-functional E2E tests involving multiple domains or third-party organizations.
- Existing test coordinators remain responsible for the detailed strategy, test cases, testers, anomalies, and results for their application or domain.
- The expert relies on their work, identifies the connections between domains, completes missing scenarios, and organizes the coordinated execution of cross-functional chains.
- Providers remain responsible for the quality of their deliverables, their internal tests, associated evidence, and the correction of anomalies within their scope.
- Business managers, Product Owners, and functional experts remain responsible for needs, rules, acceptance criteria, and business validations.
- Third-party organizations remain responsible for their environments, data, services, and validations within the agreed limits.
- Program managers and sponsors arbitrate priorities and make go-live decisions based on the consolidated report.
Minimum Expected Experience
- At least ten years of experience in quality assurance, test management, or validation of complex information systems.
- Significant experience in E2E and interoperability testing involving multiple organizations, providers, applications, and technologies.
- Demonstrated experience in a senior advisory and coordination role with already established test teams.
- Ability to design and supervise scenarios covering back-office exchanges and chains.
- Practical experience in preparing test data.
- Experience in managing cross-functional anomalies, inter-team diagnostics, and monitoring multi-actor corrective action plans.
- Experience in producing campaign reports and Go/No Go recommendations intended for decision-making bodies.
- Experience in a regulated environment is a strong asset.
Expected Deliverables
- Initial diagnosis of the cross-functional test system and prioritized reinforcement plan.
- Mapping of actors, systems, interfaces, data, responsibilities, and dependencies.
- Cross-functional and interoperability test strategy reusable for several tax matters.
- Consolidated campaign plan with milestones, partner windows, prerequisites, and responsibilities.
- Catalogue of critical E2E scenarios, including alternative, degraded, recovery, and reconciliation cases.
- Traceability matrix between processes, requirements, flows, test cases, results, anomalies, and evidence.
- Preparation files for E2E test campaigns.
- Consolidated dashboard of progress, coverage, anomalies, retests, dependencies, and risks.
- E2E and interoperability campaign reports, accompanied by execution evidence.
- Go/No Go or Go with conditions recommendations with residual risks, responsibilities, and compensatory measures.
Soft Skills
- Senior expert capable of providing perspective, structuring, and securing without removing responsibility from existing teams.
- Cross-functional leadership and ability to secure commitments without direct hierarchical links.
- Ability to communicate with business, technical, provider, and institutional profiles.
- Analytical mindset, client-oriented.
- Rigor, anticipation, autonomy, and ability to operate within tight schedules.
- Ability to challenge providers and partner organizations constructively and factually.
- Synthesis skills and ability to clearly present risks, limitations, and decision criteria.
- Service continuity orientation, processing reliability, and control of impacts on users and fiscal revenues.
Assessment Method
Analysis of the application file.
Written test followed by an interview for selected candidates.
