- Project Context
Since 2017, Boeteplatform has been responsible for coordinating the organizational and digital processes of Justice. The program implements digitization projects that contribute to better execution of (monetary) penalties and the reduction of administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain.
The assignment of Boeteplatform includes actively initiating new projects, monitoring and managing ongoing projects, and the general coordination of projects as a whole.
The main objectives of Boeteplatform are:
- Accelerating the processing of fines;
- Reducing the workload of those involved in the criminal justice chain through a chain approach;
- Digitizing information processing;
- Improving the financial execution of penalties;
- Improving public service delivery.
Within the framework of the digitization of Justice, there is also the major challenge of improving and especially clarifying communication towards citizens. After all, Justice is a service provider to citizens and society; accessibility of this service is therefore necessary to increase citizens’ trust in Justice and to ensure better legitimacy of Justice and its societal role.

- Revision of the Crossborder Directive,
- Revision of the Highway Code, and

Incoming and Outgoing Certificates

Main responsibilities:
The project manager is responsible for the complete lifecycle of the IT projects under his or her leadership, from defining the IT solution to its implementation. He or she is responsible on the work floor for achieving optimal results that meet the specifications (or description of needs) in terms of quality, performance, budget, and deadlines.
During the course of the project, you will propose any changes in objectives (quality, cost, timing) to the client/partner in connection with implementation constraints or client requests.
You carry responsibility in the management of:
- scope,
- risks,
- change requests,
- validation/acceptance.
Skills
1) Stakeholder management
As Project Manager, you are ultimately responsible for building and maintaining strong relationships with internal and external stakeholders (Courts and Tribunals, Public Prosecutor, Regions, FPS Mobility, VVSG, police). You ensure clear communication regarding project progress and expectations. It is your task to balance sometimes conflicting interests and to obtain the necessary support to ensure the project runs successfully.
In the “Crossborder Directive” project, there are many stakeholders, so it is extremely important that you communicate clearly with the various stakeholders and ensure that everyone is aligned.
2) Project management
You are responsible for the entire project management process, from the start to the completion of the project. This includes drawing up a detailed project plan with deadlines, deliverables, milestones, and resource planning. You are also able to create a roadmap in collaboration with various partners. You closely monitor the progress of the project and make timely adjustments where necessary. You also ensure that the project meets all set requirements, both technically and organizationally. The ultimate responsibility for achieving the project objectives lies with you. You organize and lead the project team, providing the necessary direction and feedback. You coordinate validations and guarantee the quality of the team’s deliverables. You also ensure the exchange and dissemination of information within the team, with management, and with other project teams.
For the Revision of the Highway Code and the Revision of the Crossborder Directive projects, there are legal deadlines for which it is very important that these deadlines are monitored and you are expected to adjust if you see that these deadlines might not be met.
3) Budget management
As Project Manager, you are responsible for preparing and managing the project budget. You make accurate cost estimates and monitor the financial health of the project throughout its duration. It is your task to predict potential cost overruns and intervene in a timely manner to keep the budget under control, without compromising the quality of the project. In addition, you regularly report on the financial status to management.
4) Communication
You have strong communication skills, both verbal and written. Clear, consistent, and effective communication is an essential part of your role. You ensure that all parties involved, from stakeholders and team members to upper management, are well informed about the progress, challenges, and successes of the project. You do this through reports, meetings, emails, and dashboards.
5) Software management
You have knowledge of Confluence, Jira, ... for project management and data exchange. This means you are familiar with the functionalities of these platforms and know how to effectively integrate them into the project workflow.
7) Data flows
You are responsible for managing and optimizing various data flows, with attention to data security and compliance with laws and regulations. You define the data flows, assign responsibilities for data entry and management, and ensure that data remains up-to-date and accurate.
For the Revision of the Crossborder Directive project, information exchange will be needed between FPS Mobility, the Public Prosecutor, and police, but also information exchange with other EU Member States.
For IFC and OFC, you will also need to be able to map out data flows between Member States via the European platform eCodex and see how Belgium could connect to this system for the receipt of IFC and the sending of OFC.
8) Risk management
You identify, assess, and manage the risks that could affect the success of the project. This includes both internal risks, such as limited resources or technical challenges, and external risks such as changes in regulations. You implement preventive measures to mitigate risks. If a risk occurs, you are responsible for a quick and effective response to minimize the impact on the project. It is important that you document the risks properly and communicate them to the project team and stakeholders.
Required qualifications and skills:
- Experience: Minimum 5 years in project management
- Good knowledge of French and Dutch
- Experience with common methods in analytical project management (PRINCE 2, AGILE) and management control
