The ANPR program is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policy and regulations for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.

Project

Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.).

Within the ANPR ecosystem of the Federal Police, different themes have been identified to maximize operational effectiveness; the pillar “Traffic” is crucial for road safety.

Mission

As project manager “ANPR for Roadsafety” within the ANPR team at DRI, you will be responsible for the planning, execution, and follow-up of various projects.

You ensure a solid structure and do everything possible to respect predefined timelines and budgets so that initiatives are realized and implemented correctly and on time.

Where necessary, you adjust the planning and can communicate about this clearly and transparently, providing the necessary reporting.

For each project, you develop an action plan that fits within the given priorities and capacity (both budgetary and technical), and you work closely with the business analyst to map out and thoroughly document all elements.

You are able to develop an overarching vision and roadmap for the various projects within the “Traffic” theme, taking into account strategic priorities, dependencies between initiatives, and the long-term objectives of the ANPR program. You translate this vision into a concrete, phased planning that provides direction to the team and stakeholders.

You also coordinate the different actions with suppliers and build strong relationships with internal police stakeholders: IT architects, (functional) analysts, software engineers, and key users, to ensure the success of the projects.

You support communication and change management initiatives and guide the developers and analysts within the Traffic theme where necessary.

In a short time, you build up knowledge of the various topics within Traffic, which you document thoroughly with a view to anchoring and transferring information.

You can quickly switch between different topics and adjust according to changing priorities.

Tasks and responsibilities:

Main tasks:

• Defining and managing project scope, planning, milestones, and deliverables based on validated parameters.
• Identifying tasks, dependencies, and risks; developing and following up on mitigation measures.
• Leading business analyst(s) on various topics.
• Reporting project progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions (“decision log”).
• Setting up and maintaining quality management plans so that project results meet the required standards.
• Daily collaboration and coordination with the development team (full stack engineers, back-end developers) and with other involved teams (DIPO, DIST) within GPI.
• Implementing and using project management and documentation tools (e.g. JIRA, Confluence) for follow-up and knowledge sharing.
• Stakeholder management and relationship building with internal police stakeholders (IT architects, (functional) analysts, developers, and key users) and external partners (e.g. suppliers, other government agencies, etc.) to ensure the success of the various projects.

Secondary tasks:

• Supporting the management of the project management organization within the ANPR team: assisting in guiding the demand management process, setting up strategic reporting, determining best practices and internal processes, transfer to the run team.
• Supporting change management and training programs for users where necessary.
• Participating in the development of an action plan in line with the future vision regarding camera connections, network infrastructure, etc.

Education, experience, and competencies:

• At least ten years of hands-on experience in managing IT-technical projects
• Experience with systems and programs for project tracking and knowledge management (JIRA, Confluence)
• Strong analytical and problem-solving skills
• French or Dutch as native language, with a strong passive knowledge of the other language

Discretion and reliability are essential, given your access to sensitive police information.
