Project Manager (ABIS)

The Federal Judicial Police (DGJ) is looking for a functional analyst to work on various judicial projects within the Police Information and ICT Resources Directorate (DRI). The Federal Judicial Police is a specialized police force mainly responsible for combating organized crime in all its forms. It conducts complex investigations at a supralocal level. It provides support and expertise to the entire Integrated Police as well as to its national and international partners.

Biometrics today plays an essential role in the management of investigations, identification, and identity verification. By enabling the use of unique physical characteristics, such as fingerprints or facial features, it helps improve the reliability of searches, reduce the risk of identification errors, and enhance the efficiency of operational processes. The evolution of biometric technologies also offers better capabilities for comparison, analysis, and automation, while meeting increasing requirements for data security and quality.

In this context, the ABIS (Automated Biometric Identification System) program aims to modernize the organization’s biometric capabilities by replacing the current fingerprint capture and management system. This new solution will not only improve the performance and quality of fingerprint processing, but also introduce or strengthen facial biometric functionalities. Thanks to more advanced comparison mechanisms and a centralized, scalable platform, ABIS will help increase the accuracy of biometric searches, facilitate person identification, and support the organization’s future needs in identity management.

Mission Context

As part of the modernization of biometric capabilities and identity data management, the Administration is responsible for developing, integrating, and operating a set of IT applications for the benefit of the Integrated Police (GPI) units.

This notably includes:

  • a “platform” for the management and operation of a national digital photo library;
  • fingerprint and facial expertise applications provided by an external service provider (ABIS public contract);
  • interfaces with existing Integrated Police systems;
  • support for the migration of biometric and photographic data.

In this context, the Administration wishes to recruit a Senior Project Manager responsible for coordinating internal and external application developments, supervising the development teams involved in these projects, and assisting the Program Manager in the overall management of the program.

It is also necessary to ensure operational coordination and monitoring of the work and deliverables carried out by the external provider responsible for delivering a solution for fingerprint and facial expertise.

This entire mission must be carried out in close collaboration with the technical architects appointed by the Administration and in compliance with the architectural principles, technical standards, and technological guidelines defined by them.

Role

The Project Manager acts as the main coordinator of the program’s application developments.

He or she is responsible for planning, organizing, monitoring, and coordinating the activities carried out by the different teams involved in the development, integration, and production rollout of the solutions.

He or she ensures the consistency of the work carried out by internal teams and external providers (in accordance with the special specifications and their offer), monitors technical and functional dependencies (in consultation with a “functional” Project Manager appointed by the Administration).

He or she also provides direct support to the Program Manager in governance, coordination, and program management activities as part of his or her mission.

He or she is specifically responsible for:

  • Monitoring developments related to the management platform for photo-type images associated with biometric data.
  • Organizing and coordinating the activities of the application development teams, supervising projects related to the management and operation of the platform.
  • Ensuring the interoperability of the various solutions, particularly in terms of investigation management, judicial files, and international notifications.
  • Ensuring smooth communication between the various teams involved.
  • In his or her role of coordination with the external provider, specifically:
  • Acting as the operational interface with the fingerprint and facial expertise solutions.
  • Coordinating development and industrialization activities.
  • Establishing periodic reporting for the various stakeholders and management.
  • In consultation with the provider, consolidating schedules for internal teams and external suppliers, monitoring milestones and deadlines, identifying impacts related to delays or dependencies between projects, producing indicators and monitoring dashboards.
  • Working closely with the organization’s technical architects.
  • Ensuring compliance with the architectural standards defined by the organization.
  • Ensuring, in collaboration with the functional project manager, the overall consistency of the solutions implemented.
  • Contributing, in collaboration with management, to the implementation of quality processes and acceptance of the program’s public contract.

You demonstrate leadership, are capable of uniting various stakeholders (technical, management, and clients), and can quickly build a network. You show empathy but can also be firm when necessary.

You can adapt your management style depending on people, their character, and sometimes heterogeneous profiles. You are also able to assess the skills and abilities of your team members to assign the right task to the right person.

You are capable of managing priorities to achieve objectives within deadlines and adjusting them when necessary in case of unforeseen events or difficulties not known during initial estimates.

You have a command of English, as well as one of the two national languages. Active knowledge of one national language and at least passive knowledge of the other is a real asset.

Knowledge of the Police environment, and more specifically of the Federal Judicial Police, is a significant advantage.
