Product Analyst

Presentation

The Federal Police is engaged in a large-scale digital and organizational transformation, aimed at modernizing its processes, strengthening operational efficiency, and better responding to the expectations of citizens and field services.

This transformation is led by the Digital Transformation Office (DTO). The DTO defines the digital strategy, oversees the transformation office, and ensures the alignment of all initiatives with the strategy of the Federal Police and the Integrated Police.

In parallel with this digital transformation, the law of May 13, 2026, concerning the reform of the integrated police, requires the merger of the six Brussels police zones into a single zone, which must be operational by January 1, 2028.

No fewer than 19 municipalities, counting more than 7,000 police officers, must be distributed into 9 divisions to be created.

The position of Product Analyst to be filled is at the heart of this merger program. The ICT aspect is a central component: it determines payroll, personnel management, operational communication, and police applications for the new zone. However, a mapping of the current functioning of the 6 zones must first be carried out, before building the ICT options of tomorrow, making decisions, and then translating them into applications.

Mission

Are you curious and interested in discovering how the Integrated Police operates? Would you like to guide the development of applications that will support the daily work of more than 7,000 police officers? This position is for you!

The DTO is looking for a Product Analyst for an exceptional project: on January 1, 2028, 19 municipalities and 6 police zones will become a single organization.

This position is a hybrid role that requires both business and functional analysis skills, but also covers the configuration of certain applications based on the needs of the future police zone.

The mission will notably cover the following elements:

Analyze the AS-IS functioning and build the TO-BE

  • Map the current functioning of the six zones, application by application, starting with the HR system and the local police management tool: processes, business rules, structures, differences between zones and their reasons
  • Build the TO-BE operating options for the single zone and its nine divisions, validate them in light of federal standards, and prepare them for decision
  • Write and maintain the functional specification file: this is what determines the start of each application migration

Translate each decision into applications

  • Translate each functional decision into concrete consequences for the applications: configuration, reference data and coding, data transfer, interfaces, access rights, ...
  • Be able to guide the working group on what the applications can or cannot do and the standards
  • Lead the work with the federal teams responsible for each application: HR system first, then local police management tool, Police-on-Web site, ...
  • Specify and monitor the test campaign for the adapted applications, at the scale of the merged zone
  • Provide for validation of the migration via consistency and volume queries, test datasets, before/after migration comparisons
  • Feed data and reference work: the 9 divisions do not exist anywhere today, they must appear in all applications with the same codes and on the same date

Prepare decision files for strategic stakeholders

  • Prepare and facilitate working group workshops with zone referents and the DRI, and produce minutes
  • Formulate decision proposals, with the competent authority and the arbitration deadline
  • Keep the documentation up to date: what was decided, when, by whom, and on what basis

In practice

Start date: 01/12/2026

Duration: Until 31/12/2026 (!!renewable!!)

Regime: Full time (40h/week)
