1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator for the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in a variety of areas such as:

• IT infrastructure management (networks, security, data centers, cloud)
• Development of custom business applications
• Support for digital projects (functional analysis, UX/UI, project management)
• Cybersecurity and data protection
• User support and training

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy assignments. These collaborations occur within an ethical, professional framework and are geared towards quality and the concrete impact of delivered solutions.

2. Mission

We are looking for Java / Angular Developers Expert to work on the GIANI project related to the digital transformation of ETNIC and its beneficiaries.

Project:

GIANI

The goal is to provide a set of "standard" interfaces replacing IAM interfaces for both self-management functionalities (self-service) and management for others (delegation). All this with a front-back split, enabling ‘front’ releases without requiring a release on the API ‘back’ side (and vice versa).

3. Work Environment

Depending on the needs and phases of the various projects, the developer may be required to work on several applications and functional domains, in collaboration with functional analysts, testers, developers, and other project contributors.

The assignment takes place in an Agile / SCRUM environment, with a service-oriented architecture and a technical environment mainly based on Java and Angular.

The technology stack is: Angular 21, JAVA8 / JEE7, Java 21, Spring Boot, NgRx, DB2, MySQL, Flyway, …

Build tools are: Apache Maven, Git/GitLab CI/CD, Nexus.

As a consultant, you are subject to the same working conditions as our internal staff, that is, a hybrid mode combining on-site presence and telework, with a mandatory minimum of 50% presence in our offices.

The assignment is exclusively in French.

4. Duration

1 full-time consultant for a period of 3 months (January to March).

5. Activities

Design

• Participate in the technical design of functionalities in collaboration with the functional analysts, technical lead, and other team members.
• Design application components in compliance with the architecture and technical standards defined for the project.
• Apply best development practices: Clean Code, quality, …
• Participate in identifying technical impacts and possible dependencies with existing components.

Implementation

• Develop and evolve application modules and components.
• Participate in the development of Backend Java and Frontend Angular components.
• Develop to the quality required by our standards (unit tests, integration tests, etc.) associated with the developed functionalities.
• Correct anomalies and carry out functional and technical evolutions.
• Participate in refactoring and improving existing code to enhance readability, maintainability, and performance.
• Participate in code reviews with other developers.

Deployment

• Participate in the preparation and delivery of developments in the different environments.
• Validate the deployment and delivery of the solution.
• Comply with the delivery processes and standards defined for the projects.

Quality

• Comply with the methodological and technological standards defined by ETNIC.
• Ensure the coverage and relevance of unit and integration tests.
• Participate in code reviews and the continuous improvement of development practices.
• Contribute to reducing technical debt, notably through refactoring, upgrading libraries and frameworks, and improving existing code.
• Meet the commitments and deadlines defined within the team.

Communication

• Collaborate daily with developers, functional analysts, testers, and other project contributors.
• Participate in the various SCRUM ceremonies.
• Share difficulties, points of attention, and technical risks with the Team Leader or team manager.
• Document developments when necessary and share useful knowledge within the team.
