Context

Eaux de Wallonie has a strong ambition to master the technological complexity of its information system and to align its digital investments with public service missions.

This ambition is part of the sectoral approach led by Eaux de Wallonie, which brings together public water operators (SPGE, OAA, and distributors) around efficient, equitable, and shared management of their resources and information systems where appropriate.

This call for applications comes from the business side, which is responsible for its management.

It calls on the expertise of Digit’Eaux, mobilized “as a Service”. Digit’Eaux is the preferred partner of water sector stakeholders in Wallonia for the realization of digital transformation projects.

The sector's digital strategy is driven and shared within the Digital platform, which regularly brings operators together to coordinate common transformation projects, notably:

• Support for establishing a mapping of the information systems of the various operators
• Development of a coherent information system at the sector level
• Harmonization and interoperability of application solutions between operators serving the business
• Sharing of best practices and architecture frameworks between organizations
• Alignment of digital investments to achieve sectoral objectives

A sectoral architecture committee has been established to ensure coherence at the sector level.

In this context, Eaux de Wallonie wishes to benefit, through Digit’Eaux (“as a Service”), from the services of an experienced Enterprise Architect to define and deploy the enterprise architecture framework and the urbanization roadmap of the information system (business, application, data, and technical architectures) for the operators in the water sector (wastewater and drinking water), with a view to cross-functional coherence and mastering technological complexity.

The sought-after profile will guarantee the consistency of their outputs with the standards and orientations collectively defined within the Digital platform.

The consultant will collaborate with the sector's architecture team, process managers, business referents, and data referents, as well as the various teams of the relevant cooperating organizations. Business involvement is fundamental: business referents are the local relays of the transformation, and data referents guarantee the consistency and quality of data in their domain.

Mission

The Chief Enterprise Architect will be responsible for the complete management of the definition and implementation of the enterprise architecture framework, according to the phasing and schedule agreed by the sector.

They will notably be responsible for creating (in very close interaction with the different stakeholders in the sector) and presenting the following deliverables:

• Enterprise architecture framework
• Information system mapping
• Architecture models (business, functional, organizational, application, data, and technical – ArchiMate)
• Information model developed in collaboration with the information manager, and infrastructure model developed with the Digit’Eaux architecture team
• Architecture principles, standards, and patterns
• Architecture governance framework: roles, policies, and standards
• Regulatory compliance – NIS2, GDPR, etc.
• Roadmap and transformation trajectories of the Information System
• Presentation support to management

The Chief Enterprise Architect is accountable for all project deliverables and their compliance with quality, schedule, and governance requirements.

They will rely on internal teams, including process managers, business referents, and data referents, as well as relevant business stakeholders of the concerned organizations, who contribute to the production of these deliverables.

The Chief Enterprise Architect remains responsible for the overall coherence, quality, and validation of the produced deliverables, as well as for their presentation to the project's governance bodies (sectoral architecture committee and sectoral Digital platform).

Skills

Required general experience

• Minimum 10 years of experience in enterprise architecture, urbanization, or information systems architecture
• Proven experience in defining and deploying enterprise architecture frameworks and transformation roadmaps
• Experience in strategic consulting for executive management/management committees
• Experience in multi-business or multi-entity organizations (public, semi-public structures, utilities, etc.)

Relevant sector experience desired

Experience in:

• Public services / intermunicipal organizations / local authorities
• Utilities (water, energy, etc.)
• Technical organizations operating industrial and geospatial information systems

Valued knowledge:

• Water business systems and associated applications
• GIS / geomatics (distribution zones, networks)
• ERP / SAP and application integration
• SCADA systems / sensors / IoT
• Asset management

Mission conditions

Duration: Mission of 6 months to one year, extendable if necessary.

Start date: As soon as possible.

End of mission: The first expected deliverables must be provided within 6 months of the start of the mission.

Workload: 120 days.

Work location: The main location is in Loyers. Travel will be required to the offices of sector operators.

Work organization: Face-to-face meetings and exchanges are preferred. All consolidation work and report writing can be done remotely.
