Business Analist Confirmed – Boeteplatform

1. Project Context

Since 2017, Boeteplatform has been responsible for coordinating the organizational and digital processes of Justice. The program implements digitalization projects that contribute to improved execution of (monetary) penalties and reducing the administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain.

The assignment of Boeteplatform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.

The main objectives of Boeteplatform are:

  • Accelerating the processing of fines;
  • Reducing the workload of those involved in the criminal justice chain through a chain approach;
  • Digitalizing information processing;
  • Improving the financial execution of penalties;
  • Enhancing service delivery to the public.

Within the framework of the digitalization of Justice, there is also the major challenge of improving and especially clarifying communication to citizens. After all, Justice is a service provider to citizens and society; accessibility of this service is therefore necessary to increase citizens' trust in Justice and ensure better legitimacy of Justice and its societal role.

2. Project Scope

The BA senior will be required to map out the following elements for 2026 – 2027

1. Project Central Recidivism Database for Traffic Offenses

General role description:

The Business Analyst is responsible for coordinating, analyzing, and guiding complex projects within the context of data exchange and process optimization between various government agencies (including police, Public Prosecutor’s Office, FPS Mobility, FPS Finance, Courts and Tribunals). The Business Analyst plays a key role in translating policy objectives into functional solutions, monitoring the progress of IT developments, and ensuring a uniform and efficient working methodology.

3. Required Qualifications and Skills

  1. Experience: minimum 5 years for a senior profile
  2. Education: bachelor's in a relevant field
  3. Project management methods – (PRINCE 2, AGILE), analytical and management control
  4. Experience with a project involving different data flows from various parties is a plus.
  5. Experience with projects within the government is a plus.
  6. Good understanding of English + fluent in FR or NL and, respectively, good understanding of NL or FR

4. Core Responsibilities

  • Business Analysis and Process Optimization
  • Performing business analyses, including drafting as-is and to-be process flows.
  • Identifying improvement opportunities in terms of data quality and process flows.
  • Analyzing and optimizing data exchange between Police, FPS Mobility, Public Prosecutor’s Office, Courts and Tribunals.

  • Project Support and IT Guidance

  • Drafting clear and detailed user stories with corresponding acceptance criteria.
  • Monitoring IT vendors during the functional analysis and conducting User Acceptance Testing (UAT).
  • Reporting to the Project Manager regarding risks, bottlenecks, dependencies or other blockages.
  • Ensuring careful and accessible documentation on the collaboration tools.

  • Stakeholder Management and Standardization of Work Practices

  • Supporting the Public Prosecutor’s Office (OM) in establishing a uniform approach regarding recidivism in traffic offenses.
  • Facilitating working groups and consultation moments with various stakeholders (Public Prosecutor’s Office, Courts and Tribunals, FPS Mobility, police).
  • Coordinating the business analysis regarding the central recidivism database for traffic offenses.

  • User Support and Knowledge Sharing

  • Drafting clear manuals for end users of the applications.
  • Developing and supporting training related to the use of new or modified functionalities.

5. Profile Requirements

  • Experience with complex business analysis in a government context is a plus.
  • Strong in stakeholder management and communication with both technical and non-technical parties.
  • Knowledge of business and functional analysis, process modeling, and drafting user stories.
  • Experience with IT projects and guiding vendors.
  • Meticulous in providing clear documentation and follow-up.
  • Affinity with the traffic and justice context is an asset.
